Somehow the phone app has been completely removed from a friend's motion how do you go about putting it back on. Only way to make phone call right now is to use the contacts app. Any help would be greatly appreciated

Well, first thing to do is make sure they never hid it by mistake or anything like that. You can also try finding it in the Settings>Apps and clearing the data and cache and rebooting to see if it appears after that. If all that comes up blank, probably looking at a Factory Reset.
