Yes, if you use up all of the unlock attempts, the device becomes hard locked to the SIM that it was originally locked too and will function on that SIM/Carriers service.....
However:
- You can now never unlock the device or change to another carrier SIM, even if you do obtain a valid unlock code, on your own. A hard locked BlackBerry will reject any and all further unlock attempts.
- The hard lock can not be undone by anyone other than BlackBerry and the must have the device at their facility, as the way the device lock is reset it must be attached to a USB device. It can't be unlocked via a device wipe or OS re-load.
- BlackBerry is the only ones who have the lock reset device, they do charge for this service, it is expensive, and very time consuming. Unless you have a stupidly expensive BlackBerry, it is generally better overall to just get a new BlackBerry.
The only exception is very old non-color-display BlackBerry devices and a few legacy devices, for those there are unlock services or "cracking" software that may be able to reset the lock.
