Really think it varies.
BlackBerry isn't all that open about what the new Service Access Fees includes in the finical statements. A big portion of it is BIS as it seems to be falling right along with the active number of users.

Just speculations and curiosity. I have been looking through various threads here on CB and saw some replies stating BlackBerry had stopped charging these fees even though quite a number of legacy devices were still active worldwide. I didn't see any links or other data confirming this though. Before the Icelandic carriers stopped offering BIS here, end users saw a considerable price increase whereas many European carriers were at the time lowering BB data plans to the same prices as any other normal data plan. There is no real point in my questions. Just wondering whether BlackBerry had dropped the fees to keep their BBOS users on that platform, and then why they would want that? Or if many carriers were simply absorbing the extra costs of keeping BBOS users connected, but then again, why would they want that?

Vodafone NZ gives free bis to any on account plan. Not prepaid.
Vodafone here in Iceland charged ISK 2490 or around $20 USD for BIS. S�minn charged a more modest ISK 1390 when I started using Berries but raised it to ISK 2490 in 2015 before they stopped offering BIS altogether.
Both carriers stated that all data usage except streaming was included in these plans but in my experience that was never the case. I always had to pay extra for all data, even after many phone calls with customer support. So it seemed these BIS "plans" were simply extra fees to use BlackBerry services, that is on top of any other plan.

I don't know about Iceland, but in US on T-Mobile, the BlackBerry add-on is free to post paid Simple Choice legacy users, and $10 extra for pre paid non contract legacy users. So, T-Mobile is pocketing that money if they are not sending it to BlackBerry.
I sure hope it's going to BlackBerry. Of course I don't like paying telecom providers more than I have to, but I would definitely put up with a BIS fee if I knew it went straight to BlackBerry rather than ending up in my carrier's wallet.

Its �5 a month on pay as you go Vodafone UK.
It all depends on the carrier as to whether the BIS fees are visible to the customer or not. In the US most of the major carriers priced their BIS plans identical to those of a standard data plan, even though the fees were built in since there was no line item for the fees the customer never knew what was paid to the carrier and what went to BlackBerry.
