    You can try to contact thru email, twitter etc from info within the App description. Some may answer but a lot probably won't as they have abandoned the apps in many, many cases.

    Only the developer can say. The .bar file could be emailed/placed on a website or cloud etc and then downloaded and sideloaded so it is possible. Good Luck!
