My friend has this problem with his Z10. When he plugs in the charger while working - it works, ie. it charges the phone. But when it goes dead and wont start because of the dead battery, it wont start charging. So he cant charge the phone at all.

Then we change the battery i charge it on my Z10 and when its like 10% i give it back to him - then he's able to charge it normally.

I'm just wondering whether its a soft problem or hardware problem. Any ideas? Will say a system wipe out help?

YOu could try a secure wipe, but not sure if it will help. One that will help is not let the battery get that low. I've never had mine get that low, so I've no experience with a 0% battery. I usually try to get the power to the phone at around 20%. There are time I've been under 10%, but never 0%.

Has this been a problem from the startof him owning it? Has he installed any of the leaks? If not, could also give them a go. Maybe something in the version he is using. Can you post the OS version?
