Are android port apps available on bb word are .bar or .apk?

The short answer is: "No"

The converter tool only adds some info needed by BB10 OS, to help it correctly interpret the *.bar file as an *.apk package. Google Play Services access is not available in BB10 Android Runtime, so using the converter cannot help.

No change in quality. The reason there are some android apps that work better in BlackBerry world than when you install it, is because the devs of those apps can modify there android apps to be more compatible with bb10 where as normal users cannot edit those apps
