I was wondering why my phones operating system has not updated (currently 7.1.1) and discovered today that the Key One that I bought on ebay is "pre-production ? " and apparently supported for updates. Is there a way around this, or am I snookered...?

I see no reason why the latest OS wouldn't load on that variant. Give it a try:

I downloaded the file and ran it and it installed on the phone. Now the phone is stuck in start up and won't reboot and it won't reset (power & volume down). Is there a way to unwind the install...?

You can run the Mobile Update Tool to reinstall the OS intended for the device variant.

But before you do that, try re-downlading the updated OS on a different computer / usb cable / port combination. Most have had no issues running later autoloaders on pre-production devices.

He won't be able to use the Mobile update tool. Autoloader will work from experience but I'd suggest trying an earlier version to get a foot in the door. Probably something prior to the Oreo upgrade. It can be done.

You're right. There is no software on the servers for that variant. I should have checked first.

Try running the autoloader AAN355. then if that works then try running AAY918. From there you can probably then try the lastest autoloader. I was able to get my PRD 701 running ABY299.
