    After upgrading to 10.3 on my Q10 not only the volume of all notifications gone down but also i have observed that the WIFI reception has dropped signifcantly too.
    In the 10.2 OS i could get the wifi bar everywhere in the house but after the update its only in the bed room where the router is placed

    You probably have a few options, try a different radio, reload your software, try a security wipe, for a few.
