On BlackBerry z30 with 10.3.2 I want to install a CIBC banking app from 1Mobile but my settings under App Manager are off and it says my administrator doesn't permit me to change the setting. Parental controls have always been off. I don't know of another account administrator besides myself. The settings were on a couple months ago when I installed the app and now I need to update it since it quit working but no go. Called Telus but they don't know why it would say that. Is it a carrier lock or something else??

This might sound flaky but have you tried a hard reboot yet?

I didn't hard reset yet. It's my friend's phone and I haven't tried much besides restarting. His old one had done this too but the new one initially was fine when we installed the CIBC app.

I need to find out from the previous owner whether it is. Now it isn't BES. But that's what it seems like doesn't it? Also I am suspicious of some parental control thing. It's off but on another device I set PC to not allow installing apps and it gave the same message then as this z30 does.
