today out of the blue (first time ever for me, on any phone) I got a pop-up while on my home screen saying something about "carrier update available, etc etc." with the option to update or I think it was "not now". So I scratched my head but eventually decided to choose update.

Anyways, the way I read this is that carrier update means Verizon so it wasn't Apple behind this. I'm curious if anyone else has had a similar experience and if anyone knows what Verizon would be updating OTA?

Only carrier updates I know are updating the roaming capabilities using *228, option 2.

Yeah. It's normal. Probably a PRL update. It's being discussed here.

I got that once too. It wasn't anything to do with the OS. Was network specific. And short and sweet.
