I know that I am not eligible for the upgrade price for the iphone(199/299).
So I understand that I would have to pay 399/499 according to at&t.

My question is, at&t's website says on the page that this is a no commitment price, but also says requires new 2 year contract. Isn't this them contradicting themselves?
I am assuming that even with the no commitment prices, you still can't buy it contract free.

No commitment pricing with a commitment. It's not a contradiction. It is all on how you read it.
