Nothing happens. There will be a database to block lost/stolen phones this year I believe but at the moment, nothing.
Does this mean that the phone won't be blocked by the provider? How would they ensure that no one would use it?
Which brings me to another question: If an iPhone 4S has been blocked using the IMEI number, can it be used if it is jailbroken?

No. It will not be blocked. US carriers have no inventive to block stolen phones because they want the thief to also buy service. They're scumbags. The FCC is currently in the process of setting up a database for blocked devices and some of the carriers have begrudgingly signed on but it will not roll out probably until next year.

i bought a droid 2 on ebay, got it activated used it for about a month, then i got a text messege from verizon saying the phone had been reported lost and the previous owner got a replacement phone from the insurance and they had a block on the phone and i would have to get permission from the pryor owner to continue to use that phone ?:(

These posts are not entirely true. CDMA carriers such as Verizon and Sprint do block these lost and stolen phones in their data bases, GSM providers such as AT&T do not block their phones.
As far as buying online I ALWAYS keep email transactions to prove where I bought the device so that I at least don't look like the theif.
