I used a 3G when I was in Japan. It was jailbroken & unlocked running iOS 4. I'm using a BB 9630 now here in the States.

Just depends how much music and media you will have on the phone. Apps count
    as well.

My first iPhone was 8GB and I don't have much music. I've used a 32 gig for a
3GS and now i4 and I have about 10 gigs left that can be filled. Personally, 32GB
is worth the $100 more especially because it gives better resale value.

    jailbroken 3GS 32GB black running 3.1.2

I haven't bothered to upgrade to OS4 yet even though I still have the old baseband and I can keep my unlock/jailbreak. I haven't rebooted my 3GS in well over 6 months and it does everything I need, there is nothing important in OS4 that I don't have already....

I had been going back and forth with this too and I decided to stay with the IPhone. I thought the Incredible would be the iPhone killer...I was wrong.

Well, look at your iTunes music library. If you have more than 8 Gb of media in there (or plan to have more than 8 GB in music and videos) then you need a 32 GB model, if not, get 16 GB. When in doubt, get a 32 GB.
