Sneaky ad-spewing apps land on millions of Android devices

I thought Google had "layers" of security to prevent something like this?

For the sake of argument, let's say Sony's security is the drizzling ****s. But, Google Play Store, as it has been so eloquently explained (1, 2) has layers upon layers of security built in to prevent malware from propagating. Where were they at in this case?

And is "yeah, but we're not as bad as them" argument the one to make when it comes to security and malware?
