    Can music tones be set to contacts on Android?

    Yes. You should be able to edit the contact, pick "additional options" at the bottom (or similar) and you can choose a custom ringtone, or even to send them right to voicemail.

    Edited to add:

    To get the ringtones/songs/files you want to use as ringtones to show up in the list of available choices, try putting them in a folder on the sd card in the media/audio/ringtones section. Create a ringtones folder there if you don't already have one.

    You can do the same with notifications by replacing ringtones with notifications as the folder you put them in.

    (It works on my Droid 2 anyway)

    Load some MP3's that you want to use as ringtones on your SD. Then download and use the app "Ringdroid". It will let you make ringtones right on your phone.
