Not necessarily. It's just that Telegram hasn't, as of yet, completely laid out its entire source code for everyone to examine.
But it is orders of magnitude more feature-rich than Signal.
When you have a moment, read their FAQ and Advanced FAQ. They also have a substantial bug and crack bounty. Common sense would say one of two things about telegram and security - if it wasn't secure, and someone or some team discovered this was the case, someone would be $300,000 richer, or they'd devote resources at slamming telegram and showing proof. That, and I'm not a fan of anything "snowden" endorses.

And there is articles claiming that it is not that secure... guess we will never know. Considering the Info gathered in your link is from telegram themselves.. Doesnt mean it is all legitimate.. Companies lie.
And with that being your logic, why use any device, subscribe to any services, or log into anything at all?
I'd rather someone be held accountable and honor their word, than for me to discount them because I'm selectively paranoid
