    TCL has the rights to general consumer devices.

    BlackBerry Secure is more for private, specialised, or localised solutions.

    This is what was reported.

    Under this licensing deal, a smartphone manufacturer will be able to launch its own-branded smartphone with the security features and secure private version of the Android operating system by the Canadian company.

    So, in theory, there could be an Asus with BlackBerry Secure but only TLC can sell such a phone as a BlackBerry.

    TCL has the rights to general consumer devices.

    BlackBerry Secure is more for private, specialised, or localised solutions.
    BlackBerry Secure sounds more like an additional feature for devices that are not directly branded and sold under the BlackBerry name as TCL does. As I recall this type of licensing was first mentioned by BlackBerry about a year ago.

    This is also true, but highly unlikely to lead to a general release.

    I just don't see a business case for a company to promote BlackBerry Secure software without using the brand for a world device to go up against TCL.

    Agreed. The market for BlackBerry secure on an all-touch smartphone adds additional costs which might dissuade consumers but not some users who need that level of security on an Android device.
