If you're using the Cobalt method, the answer is then no.

To use all features of the BlackBerry Keyboard, you need BlackBerry Hub+ Services to be installed.
Things do change with time... and I haven't tired keyboard without the Services running. OP try it both ways...

Yes maybe something changed that allowed it... or maybe you don't use all the features?
@Cobalt232 might know better where is stands today.

Looking at the code it seems that Hub+ Services is at least communicating with Hub+ Services.

If using BlackBerry Manager to install the keyboard, the following procedure is followed:

    1. verify if Hub+ Services installed
    2. if yes, only patch Android Manifest
    3. if no, patch Manifest and hybrid client content provider

If the content provider isn't patched on a device without Hub+ Services, the keyboard throws silent null pointer exceptions all the time.

So I would assume, that it's best to run keyboard together with Hub+ services.
