Have you tried Yahoo or Google Talk for video chat? Admittedly I have not tried these on my PlayBook so I'm not sure if they work, but they do have video chat with their Android apps so I'd assume their apps for PB would have this function, too. Does PB have a Tango or Qik app?
To the best of my knowledge, none of the options you suggested can video chat on a Playbook OR a Blackberry phone. Or voice chat, for that matter.
Some of them aren't even available.

imo.im has an app for blackberry phones now, or at least for the 9900! The Skype option is text chat only, but can send video, photo, file and share location.

Either way, I prefer to use Skype on my laptop for video chat. Would be nice to have it on the PlayBook though.

ReelPortal is supported by BB, Andoid, and I believe, iOS. Pretty sure it they also have a PC version (or should soon).

Skype signed a contract with VZW (Not sure about the other auth'd carrier) So no Skype on other carriers. Unless someone has a BB with an Front Facing Camera, don't see how video skype can help you anyways. I suppose you can use the Regular Camera.

No one mentions the obvious? There is no front facing camera on ANY blackberry phone so what's the use of video chat anyway? Skype is pointless without video chat, there are a million alternatives for text based chat and if you want a conversation the blackberry is a phone. If BB10 devices get the necessary cameras its possible you'll also get Skype.

This is expect. MS owns Skype now. They will only promote Windows phones.
