I used the + sign and no 011 and was billed by Verizon for a Skype Mobile call to Spain. Apparently, they are still full of BS.

Although the app's calling feature is designed poorly, you're not using it correctly. While the computer version of skype is able to call manually entered numbers at the skype rates, the mobile app cannot, and will use the Verizon minutes to make the call. The only way to do it using the mobile app is to add the number as a contact, and then restart the skype app. Once you see it listed as a contact in your list, you can then use the mobile skype app to call that number, and it will use the proper charge tables. Subsequently, you'll see "Skype Call" on your calling screen if it is going through skype, and if it does not, it is using Verizon's network.

I tested this with the Storm, Storm 2, and with my current Torch 9850, calling to Brazil (where I live now... love that CDMA/GSM network feature). Called both landlines and mobile lines. Add whatever number you want to call as a contact (can be done from the mobile app), and your problem is solved.
