Default 4G/LTE 5GIG Aircard data can't be used for Mobile Hotspot

Since this new 7.1 OS came out, I've been wondering if activating the mobile hotspot could just be charged against the 5 gigs of data I purchse off verizon for the use of my 4g aicard. Answer is, nope. It will cost me an additional 20 dollars per month for a 2 gig mobile hotspot plan.
I was hoping for a miracle, but got what I expected, anyway, I posted this because I figured others may think the same and I searched but failed to get any info regarding this on any websites.
