No. US Cellular is a CDMA carrier. CDMA phones are not unlocked in the same sense that GSM phones are. Unlocking allows you to use a SIM card from any carrier on a GSM network. Your Tour's SIM card has no effect on its use on US Cellular. It is for use on GSM carriers.
CDMA carriers have a database of all the ESNs. If the device does not have their branding, they will not let you use it on their network.
