So long as your mother knows that you bought the Tour and is OK with you activating it, etc, the easiest way will be for her to call Customer Service first, add you as an authorized user and ask the CS rep to make a note in the account that you will be calling shortly to activate the Tour.
Then when you call to activate the Tour the CS rep will see the note and you shouldn't have a problem. Then your mom can call back at a later time and remove you as an authorized user from the account. It would be a good idea to have the last four digits of your mom's SSN handy, also make sure that she hasn't set up a password for the account. Account holders can add a four digit PIN to the account aside from the last four of the account holder's SSN.
Finally, don't say that you bought the Tour off eBay, that will send up a red flag for the CS rep that you may be attempting to activate a Sprint or Verizon Tour, in which case they'll make you go to a store so that someone can verify, in person, that it is indeed a USCC phone.
Also, make sue that you call from a landline or at least a different line, not from your Curve.
