SVG File Help!!

I need help with an svg file. I need to know how to make a dock slide up, down, and left to right. I really need this for a theme I'm making and after I'm done making it, I will put it out to download.

Search tutorials on the internet. Here is one I have watched and tried

I've tried that but all it does is just slide left to right but not up and down
