Slow icon scrolling on hidden dock

Can somebody explain to me what the problem is with hidden and or not hidden docks scrolling real slowly? Is it simply the number of icons you have scrolling?
I'm working on a theme that has multiple layers. Each layer has 4 icons that can be selected. The layers move onto the screen when a "tab" is selected on the bottom of the screen. I have 6 layers for a total of 24 icons plus a today layer with 3 icons.
A couple of the layers actually pause for a split second as they are moving on to the screen and moving from icon to icon isn't as smooth as I'd like.
Are there guidelines somewhere that explains what causes these issues so we can keep this from happening. And, I'm sure we can edit the .svg file to help the issue in some instances...is there a tutorial somewhere that explains what we can do to make navigation smoother?

too many icons. the more you have going on, the more the phone has to deal with. I find that going above 12 seems to start degrading speed. If you want that many. just make the layers appear/disappear instead of sliding.
