Haven't found anything in Theme Builder, but if it is possible, my guess is that it would be done by adding code into a .SVG file made in Composer.

I'm a beginner at this... so is this done with an .svg file or something like that? If this has been posted before, I didn't see it...

In Theme Builder, you can hide and show whatever elements you want in the banner. So, you can just hide all the elements (I guess you can hide them all since Matt mentioned it) and it will be like the banner isn't there.
I haven't thought too much about it, but I would think with an .svg file you'd be able to make a layer above the banner layer to hide and unhide the banner...but I'm not 100% sure THAT is possible.
But, I guess you just want to get rid of the banner all together, and that is done in Theme Builder.

Hope that helps,

I got rid of it by setting the banner image to a transparent .png. I also made the banner full screen so I could move the banner notifiers wherever I wanted. Worked like a charm. If there's an easier way to do that, I'd like to know.
