You need to create 2 layers in Composer. 1 will have the Weather Icon where you wanted it placed and the 2nd layer will contain the hidden dock.

When you open composer and select 'New' that is one layer. Go ahead and place your hidden dock there. Now go up to the top of the screen and look for 'Layer' go there and select 'New'. Place your weather Icon there and your dock will still act the way you want it to.
