moving items in theme builder

I am no professional but do not know where else to ask. I have theme builder and I select items then put my mouse over them it goes to a 4way icon that in any other program would mean I should be able to move the item. all that happens it makes a bounding box lines and no movement. I have read the help files and seems I am doing it correctly. Did my install not go clean or am I missing something? Works great and easy to change fonts, and some colors, add backgrounds. Just wanted to play with moving some stuff.

In the Inspector, select "Theme the Banner" button (the first option at the top), then on the left hand side of the screen, select "Show the Home Screen Banner" option under the "Views" heading. Then you should be able to move items around.
