Moutain theme/hidden dock

So I'm semi-new to the whole theme building deal, and I have 2 questions. First, I'm trying to make a "mountain" theme, where it will look like there are mountains at the bottom of the screen, and when you scroll over, the icons pop up. I'm thinking this is along the same lines as a hidden dock, but I would just "hide" the icons by making the dock and animating them to "jump up" when scrolled over? Would that work? And if it does, how would I put the mountain image I want as a dock? If someone can point me in the correct direction, that would be great.

I got the idea from the Volcom theme. I think it's the same concept that I'm thinking of.
