If you open the line in gimp and zoom in you can see that it basically consists of two rectangular areas containing radial gradients.

I use gimp, so I would make this thus:

1) Use the selection tool to select the bottom half of the line, say an area about 3 pixels high by the width that you want to line to cover horizontally.

2) Set your foreground color to white and select the blend tool, set the shape to 'radial' and the gradient to 'foreground to transparent'.

3) Click inside your selection in the middle but right under the top of it and drag the blend tool out to either the right or left far corner of the area you selected. This will make the bottom white half of the line.

4) Now use the selection tool to select the area that is the top half of the line, basically the same selection as before but sitting directly above the old selection.

5) Set the foreground color to black and do exactly the same with the blend tool, but start on the bottom of the selection this time. Be sure to drag out the same horizontal area (i.e. with the same starting and end point) to ensure the blended portions match.

This should give you your line! Hope this helps!

Russ.

As an additional note, you should perform the above on its own layer as you may want to adjust the opacity to get the effect as you like it.
