how to make own icons?

i recently upgraded to 8520 and i wanna make my own icons. i heard you can use paint.net but i dont have photoshop just paint on my computer. how do you make icons on paint.net or make icons in general

There are a couple of great programs you can use and here are the URL's for these programs.

PAINT.NET

GIMP
GIMP - The GNU Image Manipulation Program

These are both excellent programs to use to make your own graphics. I personally have both of these programs on my computer. If you're wondering how much of these program costs, well they are free.

I've heard of gimp, is that where you can change the sizes of pictures bu keep the resolution or quality the same? Thanks for the good finds.
