hightlight color in menus

hi can anyone tell me how to change the highlight and cursor color in some pop up menus. i dont know what they are called as i am new to this, but when editing a folder name and icon the highlight color is black and not blue same when sending a photo in bbm and you can add a comment with the picture the highlight color is black as well.

Some of those cursors cannot be changed, like within the media area, etc. Those will remain blue.
