Default Hide/show weather

Ive noticed quite a few themes lately using option panels to allow customers to hide or show icons like weather etc. I am curious how this is done. I usually add the weather icon in TB in order to show the weather data below the icon on the home screen. Obviously that doesn't allow you to hide the icon via composer/svg.
I have read some tutorials on adding the weather slot in composer, hiding it, then adding it again in TB and then editing slot numbers in the svg. I think I understand that part ok but I still don't see how then to hide it. Thanks for any help with this.
