Help With Making Battery Indicator

I've been seeing really cool designs with circular 10-wedge indicators, sort of like this one- 10segment4.png but I don't know if that is the result of a google search or sheer creativity. I've been at it for a couple hours trying to make something like that with no avail. Help, how do I do this?

Don't know if this helps, but I've been making mine with paint.net and Gimp. It really depends on what phone you have and what size it should be.
