Fixed wallpaper

I want to design a theme with a unique background that will be part of the icon function, how would I go about locking the wallpaper on the homescreen of the theme? (not allowing wallpaper to be changed)

The way to do this would be to load it as an image in composer which would then be shown over the standard wallpaper.
