Default Default Storm 2 underlay icon question

Creating a Storm theme and want to use the default underlays (tab and focus). When I create the theme using "custom" mode, the tab underlay if almost transparent with no tint...but if I use the "Zen" mode, the tab underlay is darker. I want to be able to have the darker underlay, but can't figure out where they are pulling this icon from for the Zen version. The only underlay I can find in the Themebuilder folders is the transparent version. Am I missing something here? Do I need to modify the icon in GIMP or add a tinted banner under the icons? Seems like they should match considering I choose the default options for all the icons.

In theme builder, the under lay is the same for zen and custom...

That's what I thought, but for some reason, the zen underlays are darker. I created a zen and custom (with 4 icons on the bottom row) to see if they are different and they were...the custom was almost completely transparent and the zen was much darker. I've ended up adding a banner behind the icons in the custom to correct the shading difference. Kind of strange that the default outputs look different though.
