Not from what I understand (not like Verizon in the US). They do have plans for voice, but I haven't seen much in terms of data. But you never know, try calling and maybe they have a new plan in place that can help out.

I was told that for a zone 3 country the best deal on international data is $100 and for 30 days instead on being charged $25/mb i would be charged only $15/mb. International voice there is a plan $20 and for 30 days instead of being charged $3/min on calls i would only be charged $2.25/min. He told me if i really wanted to save money on calls i should just buy a sim card down in that country. Although he said he didn't gaurentee it to work in all countries but he said off the record he had seen it work many times and i do not need to unlock my 9530 to be able to do this. But this would probably not work for data.

You will need to unlock your Blackberry in order to be able to use a different SIM card.

Cell unlock they told me that I could put in a local carriers sim card and that I did not need to unlock my phone.

Cellunlocknet is correct. With the BlackBerry Storm, you need to get it unlocked. The BlackBerry 8830 World Edition phone came unlocked so that you could add any SIM card while away, but the Storm 9530 did not meaning you will need to unlock it.
Whoever told you that you didn't need to unlock your phone might have been confused.
By the way, Cellunlock.net is a good place to go to get your Storm unlocked... and with the 50% off deal for CrackBerry members, it's not ridiculously expensive. They're also fast. I finally took care of my Storm a few weeks ago and it worked like a charm.

Ive had 3 reps tell me, that if i went to an international country and bought a local sim i would not need to unlock my phone. Are they incorrect or am i missing something?

I've also had 3 or more reps tell me that I would need to unlock my phone, but that unlocking your phone is not supported.
I looked extensively into this when I first bought the phone (and specifically asked if I could use a prepaid SIM card from another carrier if I went to Europe) and the answer was always no. You can use the Telus SIM card in your phone, but that's all. Now then, if you want to be certain, you can grab a SIM card from a friend's Rogers or Fido phone and plug it in to see if it connects to the Rogers network and allows you to make calls on it. If it works, your phone is unlocked. If it doesn't work, then your phone is locked and will need to be unlocked before you can use a different SIM card in it.

I find this very strange maybe ill try and ask at a store. But thanks for the help krypto appreciate it. I'm just curious why all the reps have told me I don't need it unlocked I also thought u needed unlocked to use another Sim card. Or could it be possible only locked to north American Sims.

The problem when talking to reps is that sometimes they just don't know. I'd find you the original info on this subject, but its already close to a year and a half old and I just don't remember where I found it.
But if you want to search the forums here, I know there have been multiple threads on this issue before. There is even a story somewhere about Bell allowing you to unlock your Storm at a cost in order to use it overseas and there are complaints there about Telus not allowing it.
