mobile Hotspot disappeared on Telcel

i have been using my hotspot feature since the first leak of 7.1 was out i have a 9360 with telcel Mexico and was on version 7.1 258 but since saturday, something happened that my hotspot option disappeared. i have been reading that sometimes carriers block them, but my question is that other friends that are on the same phone plan that i have "unlimitted Data" that also have version .258 and they still have the option available and are able to use it.

i reloaded version .258 and the option re-appears but about 12 seconds after i start the mobile network the option disappears again, i tried upgrading to .336 and same thing after a few seconds of turning on mobile network after a first boot the option goes away in front of my eyes.

Any ideas why it is working on my friends phone and not mine?

It appears that some carriers are blocking that service

Read another post recommending to install a different version of 7.1, but I did and still got the same, so lets wait until some warmhearted hacker helps us...
