the hotspot browser is usually set up to just use over wifi and its homepage is usually the carriers homepage, such as t-zones or at&t's medianet. the regular browser is for using the data connection through the phones gprs/edge network. however, i believe both work over both types of connections and there may be some differences i missed.

I'd asked the same question regarding the AT&T medianet browser. From what I was told, the two might visually look the same. But you'd need the regular browser to be able to download OTA (Over The Air) files, and installing apps from the phone. The WAP browser doesn't support that.
