Not sure how that works with international roaming, because UMA handoff to cellular towers requires special tower configuration by the provider. If you try roaming onto a tower not configured as such, I think the call is just dropped.
In any case, if you want to be absolutely safe, keep the cellular radio off. | The above is correct; If you're outside of TMobile's coverage (towers), and you're on a call via UMA, the call never transfers to the cell network. If you stray outside wifi/uma coverage, the call drops. It doesn't matter if the mobile network is turned on or not.
