By tether you mean--use your blackbery as a modem for your laptop or desktop, right?

I could be wrong---but I think you would need a data plan in order to do so. A voice plan is not going to cut it---unless you want a massive bill with a bunch of data charges.

The good thing about t-mobile is that unlike the other carriers--unlimted data is just as described--UNLIMITED. They do not cap you at 5GB/ month.

You should be able to connect to the internet via UMA without additional charges (please verify)---but if you can connect your phone, surely you could connect your laptop as well, so tethering would be a non-issue.

No... you can get away with surfing with wi-fi. Not all apps work with wi-fi though, and for tethering, you do need a data plan.

Someone will correct me if I am wrong...

Tethering your laptop to your phone is if you want your laptop to use your phone's data connection instead of WiFi, like if you're on a bus or train.

UMA is if you want your phone to use a WiFi connection instead of the mobile network, like if you get zero bars in your apartment.
