Exclamation tethering question 9700 on Tmobile carrier using Windows Vista OS

I will try this again. Can anyone give me directions for tethering the blackberry 9700 using Tmobile as a carrier on a PC using Windows Vista as an OS. The icon on desk top manager gives me the following error when I click on it to set up the connection. (Unable to detect Blackberry IP modem device)

Step by step instructions would be greatly appreciated and I would sing your praises
