Default Moving: how to avoid higher local cell phone taxes?

I am moving to Manhattan from Boston, and I know that residents of Manhattan pay some of the highest extra "fees" and taxes with their monthly cell phone bill. When do these higher taxes and fees kick in?

1) When I change my address on my T-Mo account to my new Manhattan address?
2) When I change my current mobile phone number to a local Manhattan phone number?
3) Can I avoid the higher surcharges if I keep my current phone number and if I keep my my old address on my T-Mo account, even though I don't live there anymore? If I elect electronic billing (so that no paper bills get returned to sender), will T-Mo still find out my actual residence based on where I mostly use the phone?

Any advice is appreciated. Thanks!

I don't know how T-Mo works, but with ATT the taxes are based on primary place of use(ppu). The billing address can be anywhere in the world, but whatever is listed as your ppu is how the taxes will be applied.

Tell me about it I'm paying almost $15 worth of cell phone taxes alone with T-Mobile smh.

your taxes are based off of your area code not your location.

i have a 310 (L.A.) number and a 212 (NYC) @home line and i pay CA state fees/taxes on both with a Manhattan billing address.

1. Yup...should be next billing cycle
2. If you want a 212 number, good luck. I've gone through at least 10 attempts to get one and keep getting cycled through 646's...they are very hard to come by but hey, keep trying.
3. Doubt it. Doesn't that constitute mail fraud? Is it really worth it? Even on ebilling you will get some mail to your (old) house

if you want a 212 # just call monday mornings at 7am. thats the secret. mondays at 7am is when all the old numbers that were canceled or whatever get released back into the "pool"

I have no intentions whatsoever to get a NYC phone number. All I care about is to avoid getting ripped off more than necessary in that city.
