My question is....is that because it's somehow locking into the USA OR is it the actual US phone number.
So if i was in China using my TMO wifi and I called my friend visiting in Berlin on her US Tmo wifi US phone ...what would happen with charges.
With her picking it up with HER on WIFI?
With her picking it up through local carrier??? | You are calling from a USA phone number to a USA phone number. Your charges do not depend on where her phone is physically located, and vice versa.
If you are on UMA/WiFi, your phone thinks it is in your living room. If you are on UMA/WiFi in a Beijing hotel, your phone still thinks it is in your living room. If you walk out of the hotel onto the street, your phone will connect to the local GSM network and you will be charged international roaming rates for any calls. Whether or not you're on UMA, people calling you are unaffected by the fact you've brought your phone to China.
The same is true of your friend. If your friend is on UMA/WiFi in a Berlin hotel, her phone thinks it is in her living room. If she walks out of the hotel onto the street, her phone will connect to the local GSM network and she will be charged international roaming rates for any calls. Whether or not she is on UMA, you are unaffected by the fact she brought her phone to Germany.
