Well when you turn off the mobile network, you won't be able to use the phone through T-Mobile's network, meaning no calls and text messages. However if you're connected through Wi-Fi, you should be able to utilize the Wi-Fi Calling feature if you have the latest version of the software. T-Mobile doesn't charge you to use Wi-Fi. However, if you're at like an airport or something like that and want to use Wi-Fi, you may need to pay for it. I think that's what the one representative was talking about.
To turn off your mobile network, follow these steps:
From the Home screen
1. From the Home screen, press and hold the Power key at the top of the phone.
2. Tap Airplane mode to turn on or off.
From the menu
1. From the Home screen, press the Menu key.
2. Tap Settings.
3. Tap Wireless & networks.
4. Tap to select (turn on) or clear (turn off) the Airplane mode check box.
