can't send text in UK

I was in London UK last week, and couldn't send any text messages to either mobile phones in UK or US; however, I was able to call those numbers, and I could receive text messages from those and other numbers.

Any advice?

Anyone have suggestions?

Do a battery pull and resend service books, that works for me when I can't text certain countries.
