Can't get onto web after signing onto a Wifi Network

I don't have problems with the web browsing at home on my own wifi router. But, here's a glitch... a lot of outside WiFi spots that have a user agreement (IE the Bolt Bus free wifi browser, Equity residential public wifi) page are set up so that you can see the 'accept terms' radio button, but when you click it, you're stuck on that page and can't browse the web! So you can connect to the network (with a password) and get to the Terms acceptance page on the web, but you can't access the rest of web?? Anybody know how to solve this? 2 hours on the phone with Tmo level 2 BB support got me nowhere after checking every setting possible. What are the chances the issue is on the other end? Please advise.
