Check to see if something is leeching your tether modem connection when you're not browsing. Obviously if Windows Update is downloading a service pack over your tether modem connection, your web browser will be horribly slow. Also try to avoid web sites that use video or Flash.

Turn on the network activity indicator to see if your laptop is downloading stuff when you're not doing anything with the browser. On XP go to Start->Connect To->Show All Connections, right-click your dial-up connection and select Properties. Checkmark the box that says "Show icon in notification area when connected". Click OK and close the Network Connections window. Watch the tray icon for activity when you're not doing anything.
