Exclamation 8900 VVM w/out data?

This may be a silly question, but is it absolutely necessary to have a data plan in order to use VVM?

I upgraded my 8900 to OS 5.0, I added VVM to my account, so everything should be ready to go. However, I left myself a message yesterday, and still haven't seen any notification.

I've read a few posts saying that you need it, and a few that said that it worked without, so I'm not sure who to believe.

I'm not sure I set it up right... when I first installed it, I had that "you need to have your provider enable this" message everybody seems to get. But after I did a battery pull, that message didn't show up anymore.
It should retrieve messages when I press "reconcile now", right? Well when I do, nothing happens... no little up/down arrows, not anything.
