Your one hope is that the rep that told you this, made a note on your account that this is what you were told. I had the same thing happen to me on AT&T a few years ago, regarding roaming.
I called in to make sure than the town I was going to be visiting would be part of their free roaming while I was there working. Turns out it wasn't and I got a nice hefty $2000+ bill for all the local and LD calls I had made while there. It was documented that I asked 4 ways to Sunday, if the plan I was upgrading to covered LD and Roaming, and in the town I would be in. Called before I left, and twice while I was there, and yup it was going to be covered, based on the cell tower info blah blah blah. They did wavie the charges and like others have said, I make sure to read the fine print now.
So in the future tell them to note on you account what they are telling you and to get a supervisior on the phone to confirm, especially if this is something that may cost you money later.
Any rep for any carrier can tell you anything to get you off the phone in the alloted time they have to deal with each customer. If it's not in the notes, it didn't happen.
